ASSIGNMENT:
Mr.  Shiraz contested the general elections held in 2008 and got elected as Member of the National Assembly (MNA) from  his  native constituency. During his term in the office, he delivered several projects for the people of his constituency.
These projects included two High Schools, a dispensary, a union council library and  construction of  several roads. While the people are very happy with all afore mentioned projects, Mr. Shiraz is under immense pressure from several government quarters. Some  contend that these  projects could have been completed with much less funds as compared to the spent amounts, some argue that several roads yield no utility but even then they are built while others hold that the schools and library is situated at a location that can hardly bear an impact on the education and quality of life for the people. Despite all these criticism, Mr. Shiraz still upholds all his projects and defends these.

Question: What is the measure that can provide categorical grounds  to assure whether the government officials claims are correct?
